Yeah, I would say it really depends on your circumstances. If you have money, do some research and find the company that best suits your needs. Some are more experienced with eCommerce websites, others just strictly static websites, Flash, and still others are successful with all varieties.
Learning SEO on your own is not that difficult, but doing it yourself and all the maintenance to maintain your results can be time consuming. I learned SEO on the fly, first by reading a book as I had never heard of it, and then by the Web company that hired me. I turned out to be rather good at it as it caters to my skill set, but it is not that way for everyone.
Either way, do some research so you know what it is you need done, and what you want to accomplish. There are quite a few scams out there that sucker people into forking over thousands of dollars for nothing.
