What should program should I learn to launched my blog hosted on a paid server?  I'm currently in the process of buying hosting plan.

I'm no expert, but I've heard a lot of people praise WordPress.  I think it would meet your requirements and it is very simple to use.

I echo what mom2manyboyz says I have experience with Wordpress and it is very good and simple to use.  I would go with simple as that is usually the best.  There are many ways you could go, but Wordpress is very popular and also very good.

I'd agree about Wordpress too. It's the only one I like to use and there are new plugins, widgets and templates coming out for it all the time.

For a beginner it's a good place to start and with it also being free, you won't lose anything if you decide it's not for you and want to go with another blog system instead.
