What constitutes professional web design? I'd like to hear opinions. Quality seems to be spotty at best with most firms. Some are best at SEO. Others are great at Flash and graphic design. Even still other web developers are great with functionality but lack graphic abilities, marketing knowledge and/or SEO.

Well I suppose the definition of quality would depend on what you're looking for. As professional, though, I think it includes more than just the design, but also customer service, communication, business manners, etc.

Well you can pay for professional web design but, it all depends on what you would consider professional.  For me professional means going to a website that is easy to navigate and has some great graphics that make it look professional.  I agree with kitten though it does include more than just the design and customer service is extremely important for returning customers.
